HELENA, Mont. — Carroll College will expand its Pell Promise program to eligible students beginning in fall 2027, the college announced Thursday.
The program, launched in 2024 for Montana students, will cover the remaining tuition cost for qualifying Pell-eligible first-time, first-year students from any state, as well as qualifying transfer students.
To qualify, students must receive a federal Pell Grant and have a GPA of at least 3.0. Carroll will cover the remaining tuition balance after applying the student's federal Pell Grant, at least $3,500 in subsidized federal Stafford loans, and any additional institutional aid.
Students can renew the benefit each year if they continue to file the Free Application for Federal Student Aid, remain eligible for a Pell Grant, live in Carroll residence halls, and meet the program's GPA and credit requirements.
"We have seen the difference the Pell Promise can make for Montana students, and we are excited to extend that opportunity to more students," Carroll College President Jennifer Glowienka said in a statement.
The expansion comes as Carroll prepares to significantly change its undergraduate tuition structure.

Starting in fall 2027, the college plans to reduce published undergraduate tuition by 40%, from $43,260 to $26,800, and eliminate general undergraduate fees.
The college has also changed its admissions and financial aid processes in recent years, including offering free applications, faster admission decisions, earlier financial aid offers, test-optional admission, and fewer application requirements.
The federal Pell Grant is a need-based grant for eligible undergraduate students with significant financial need. Students determine their eligibility by completing the FAFSA.
